Project Description:
The National Identification Authority (NIA) was established in 2006 to register all Ghanaians and foreign nationals permanently resident in Ghana and issue them with National Identity Cards. All eligible foreign nationals living in Ghana are required by law to register and be issued with Non-citizen “Ghanacard”.
All permanently resident foreign nationals and those who will be in the country for at least, 90 cumulative days in any given year, are required to register. The NIA has developed a separate process to register foreign nationals – this is the Foreigner Identification Management System (FIMS).
Project Scope:
The Project seeks to register non-Ghanaians who intend to stay in Ghana for more than 90 cumulative days, and provide them with biometric identification cards. The Project is expected to register 350,000 non-Ghanaians who are 6 years old and above.
Current Status:
A private sector partner has been procured by NIA to work with it to implement the Project. The registration under FIMS started in February 2013 and is on-going.
